<p>The university I worked at did exactly what you described. They needed a VLE and so paid a fortune to install blackboard with nobody knowing what Blackboard was capable of doing. <p>I too am surprised at how little TEL is utilised in education. My previous institution I was embedded within the Arts department and there was only 2/3 of us that were willing to try new things.</p>
<p>I was especially surprised at our media department who seemed reluctant to try new things (even blogging). </p>

<p>In my experience, I certainly found that the message from college management was &#8216;use this new technology!&#8217; with no reasoning as to why and/or its benefits to the learners.</p>
<p>I think it is often forgotten that every subject is different, so what works for maths may not work for mechanics etc.</p>
